THREE CCITs ISSUED ITO PROMOTION ORDERS, ITEF DECLARS HELPLESSNESS IN UNIFORM DATE OF PROMOTION
Dear Comrades,
it is known that Pr.CCsIT of Kanpur and Chennai have issued promotion order of ITOs 8th May 2014. Also it came to know that Pr CCIT, NWR has also released ITO promotions on 9th May 2014.
Surprisingly, ITEF has openly admitted their helplessness in bringing out uniform date of promotion all over India and alerted all the States to go on their own way. The States having no legal stay have proceeded to implement the CR promotions. But in some states like Kerala, AP, MP..etc where there are No Stay for promotions, the CCsIT are unable to issue promotion orders and they are functioning in their own lackadaisical style effecting badly the prospects of hundreds of employees of their region. May God help them know how to work in crucial times.
ANOTHER PITIFUL THING IS NEITHER OF ITEF/ITGOA/JCA/CBDT/DOPT ARE BOTHERED ABOUT THE RECRUITMENT RULES. NOBODY INTERESTED SERIOUSLY IN THIS ISSUE AND UPDATE THE ACTUAL STATUS OF THE RRs.
ALL EVERY ITO PROMOTIONS ORDERS OF ITOs THE CCsIT ARE INCLUDING THE CLAUSE OF 'SUBJECT TO CHANGE OF SENIORITY CONSEQUENT TO IMPEMENTATION OF PARMAR CASE AND OTHER CASES PENDING IN THEIR OWN STATES.

It is heard that DOPT has given its opinion to CBDT this month wherein DOPT has asked CBDT to implement 1986 OM as interpreted by Supreme Court in its verdict dated 27.11.2012.

So many deadlines passed. First by 31.12.2013 then 28.02.2014 then 30.04.2014. No body knows when the instruction for RR will come. God only knows. No work is going on in the department. All are in a dejected mood.
One thing is not taken care by the associations or state ministries about recruitment and appointment policies.Previously there three categories. X/Y/Z. X means state wise vacancies and examination to be written in that state only to get an appointment in that state. Though recruitment is conducted for all India at a once but policy is that who writes exam/selected in a state he will be appointed for that state only irrespective of the fact whether he belongs to that state or not. But candidate must write exam in that state only. Y means All India and the post/cadre is to work all over India where ever he transfered. Z means north east frontier. After UPA govt occupies in 2004 this xyz was removed. Eventhough there was zonal wise transfers ( within the state only), recruitment is going to be conducted on all India basis. Since then, the entire pattern was changed. No equality of opportunity of the state wise quota fillup were given. Because of this, the respective state eligible candidates are loosing the employment in central government services . The reason is SSC started recruiting candidates without advertising the respective vacancies in a particular cadre and also the respective state wise vacancies and the reservation vacancies to be filled up. Because of this reason, the Souther states, Tamilnadu, AP, Kerala and Karnataka eligible candidates are not having knowledge about their state wise vacancies available to think for apply and the reason is normally they used to work in private organisation sectors and since not having time to prepare for exam. If the vacancies are advertised, then people may choose to appear/apply. Upon clear observations it was found that candidates who are appearing through SSC,Allahabad are getting appointments in Incometax,Central exercise and other central services upto 80%. The remaining 20% from SSC,Kolkatta, West zone, SSC Delhi and lastly SSC Chennai. SSC Allahabad is pertains to Bihar,Jarkhand,Uttarakhand and UP.Previously, if any wish to work in Bangalore/Tamilanadu/AP, they have to apply through SSC,Chennai only even the examination was conducted all India wise at once.Because of this removal of X/Y/Z policy from 2004, the respective states are loosing the benefit of giving employment to the people of their state. Our association have not observed this fact so far and they does not know the impact.NR permar decission applies upto the recruitment policy of X/Y/Z only. Once it was removed and once the entire recruitment policy has been changed the availability of vacancies/year wise vacancies without advertising the state wise/yearwise vacancies/reservation vacancies, the recruitment if any would be called as Humon resaources recruitment like software engineers selection filledup through HRs. The Supreme court in en number of cases have ruled that penalty u/s271(1)(c) is wrong. Even afte Reliance petro chemeicals decission, concealment penalty is being levied in India. Why it is also land mark decission. If the CAs starts file to refund the penalty amount , then CCITs are ready to give refund. No. Like wise, facts in each state are different and recruitment are different, DoPT instructions 1986,1995 etc have to be checked.813 inspectors have been appointed in 2008 from 2005 notification. If in 2005 - 5 vacancies, 2006-60 vacancies, 2007-600 vacancies & 2008-300 vacacnies. How these 813 is to be filled up. If fills up years wise then DoPT 1959 applies. If you take DoPT 1986, you could given seniority for 5 from 2005. Remaining, there was no chance of adjusting them into year of vacancy as DoPT 1959 was non-est and DoPT 1986 applies. NR permar decission also on DoPT 1986.

Elegible Sr. TA, OS SG are waiting for prmotion as ITI. They should be promoted as ITI Why they are 'jabardasti' converted to E.A. in new RR. Only not elegible should be converted as E.A being new cadre.

What is going on in IT department. There is no clear instruction from CBDT. Every one PCCIT is interpreting the rules according to their whims and fancies. Service associations are also sleeping. CBEC has got approval of FM for their restructure this week and orders are expected soon. Jaago CBDT jaago.
Is it true that the examination to be started from 2nd June has been postponed due to AGT-2014 ?
Weakest ever leadership in the history of ITEF under Mr.K.P.Rajgopal. ITEF has to be rejuvenated by some charismatic leader is the need of the hour.
