BREAKING NEWS... RECRUITMENT RULES... GIST



It is learnt that the new Recruitment Rules for Group B and C are finalised and high lights of the same are as follows...
  • New Recruitment Rules will come to force only after publication in Official Gazette.. i.e. prospectively only.
  • No major changes in the Rules for ITOs except mandatory undergoing of Training.
  • Coming to ITIs... fedre cadre is only EA and EA cadre will have 1/3rd Direct recruitment. 
  • Dt of passing channel is No More in existance.. only Date of seniority in the GP:4200.
  • The method of fixation of seniority in the merged cadre of EA is devised as below...
  • First a combined list of OS and Steno-Gr-I is prepared and... for them date of entry into the scale ..i.e. GP.4200 is criteria for fixing their seniority.
  • Then follows combined list of  STAs and Steno-Gr-II..for them also date of entry into the scale..i.e. GP 4200 is the criteria.
  • In case if the date of entry for OS and Steno Gr-I or that of SrTA and Steno Gr-II are same, then DOB prevails and then length of Service.

SUB COMMITTEES REPORTS ON CADRE RESTRUCTURING.. FULL TEXT.

Here are the Sub Committee Reports...

Let me remember you the chronology of developments on Cadre Restructuring the Income tax Department.
The Proposals of CR was approved by the Cabinet on 23-5-2013.
The Core Committee was constituted by the DG(HRD) on 19-6-2013
The Sub Committees were constituted on 2-7-2013
All the Sub Committees submitted their reports on 16-12-2013

Some of the high lights are for ITOs.. withheld of 2nd increament in the cadre of ITO until they undergo successful completion of Training etc.... for ITIs Date passing channel is closed and only feeder cadre i.e. Executive Asst. ... TAs are not eligible to become direct ITI.... for promotion to the cadre of AO, it is mandatory to qualify the Departmental Exam for AOs from RY 2017-18 onwwards.

RECRUITMENT RULES FOR ALL GROUP B AND C CADRES FINALISED

Hi friends,
Here is a break through in the development in the Cadre restructure working. One of the major task of the CR is completed. With this progress, once the Allocation is finalised and Data regarding Requisition dates in all the years for all the charges since 1986, is provided by the Board to the CCAs which is required for Re-casting of seniority in the view of NR Parmar case, the implementation begins. 

Here we are able give at present only first 10 pages of 27 pages of Summary. Also its Annexures of each cadre Recruitment rules are not available.

CR AND PARMAR UPDATES

The Associations have requested the Chairperson at her recent visit to Hyderabad, to re-issue the circular on implementation of the SC Judgement in all categories as the Circular isued on 15th Oct was ambiguous and it is not giving any proper directions and it is expressing only opinion of the Board. The Chair Person agreed for it.
Here, in opinion it is very clear and no ambiguity. But to some extent it is not in Direction mode only expressing of opinion. I agree for that. But it seems the associations instead of seeking for implementation of the so called Judgmt, they are simply seeking and hoping directions in other way. It never pressed upon implementation of Judgmt.
Let us hope the Revised circular comes soon in proper order.
And coming to CR updates... it is reliably came to know that, the number of posts allocations are going to be badly effected due to more number of being diverted to the new Directorates in Directorates in New Delhi other backword Northern states.

CR UPDATES ON ALLOCATION OF POSTS

Hi friends,


Yesterday a DPC meet was held in Hyderabad by Chariman UPSC, Revenue Secretary, Chair Person CBDT and others. Its for Addl.CIT to CIT promotions.

Dr. Sudha Sharma, Chair Person, CBDT told yesterday, the Core Committee will meet on 21st Nov and finalise its report on allocation of posts  and DG(HRD) will look into it forward to Chair Person in  a weeks time and the CBDT will discuss it and approve it in two weeks time. So altogether, it takes 3 weeks time for notification of the final allocation of posts.

Parmar Case

Even more CATs are meowing on for implementation of the Apex Court order, the CCAs are unable to here them. Latest is the CAT, Allahabad's dated 8th Nov 2013. In its interim order restrained the CCA to hold DPC  for ITI TO ITO with out considering the Apex court order.
Let us wait and watch. what happens next.

A BREAK THROUGH FOR DRs... FINAL VERDICT CAME OUT..

Hi friends...
Here is a great news... It is a decision taken by the Board and it has come to a conclusion. With all consultations and consents, the Board has decided to implement the Decision of the Supreme Court with respect to fixation of seniority.
It has said..."The refixation of seniority lists,..., is a fait accompli" That means the decision is already taken and cant be changed. Further it is clear that it has to be implemented for all the cadres.

The higher the post you enters the Dept, the more is the benefit.

CADRE RESTRUCTURE UPDATES

THE PROCESS OF WORKING OF ALLOCATION OF POSTS AMONG VARIOUS REGIONS IS STILL UNDER PROGRESS.
THE REQUIRED STATISTICS FOR WEIGHTAGE PARAMETERS HAVE NOT YET RECEIVED BY THE COMMITTEE.
IN THE PRESENT SCENARIO IT MAY TAKE COUPLE OF WEEKS FOR COMPLETION OF THIS JOB. SO HOPEFULLY BY 15th OCT WE MAY EXPECT.


A RUMOUR WITH REGARD TO IMPLEMENTATION OF CR IS THAT IT IS LIKELY TO BE TO BE POSTPONED FOR ONE YEAR..... MOST PROBABLY IT IS AIRED SINCE THE  FM HAS RECENTLY ANNOUNCED THE AUSTERITY MEASURES TO CONTROL THE FISCAL DEFICIT i.e. 10% CUT IN NON-PLAN EXPENDITURE. IN FACT THIS HAS NO CONNECTION WITH THE CR POSTS WHICH ARE APPROVED BY THE CABINET.
SO FRIENDS THERE IS NO CONCRETE NEWS WITH REGARD TO CUT IN THE POSTS OR POSTPONEMENT OF THE IMPLEMENTATISON OF CR.

JCIT PROMOTIONS RELEASED FOR 164 OFFICERS

The much awaited DCIT TO JCIT promotions for 164 officers are released on 1st Oct 2013.
Note that these posts are in  NO CONNECTION WITH THE CADRE RESTRUCTURE POSTS.
All these are on Adhoc basis.
All the officers are posted in their present CCA regions until next AGT. i.e till April/May 2014.

 I don't feel the pay commission projection is so great. Any how the present DA 90% w.e.f. 1-7-2013.  i.e  we are in around 1.9 times of the salary now. And in another 2 years. i.e. upto 31-12-2015, we will get another 40 % DA approximately in all the four spells. Then by 1-1-2016, our basic will be 2.3 times of the existing ( 90+40=130 on the basic). So guys there no exaggeration or fun in telling 3 times, from 2.3 time to 3.0 times the pay.In other words. 30% hike on the basic of 2.3 (times) as on 1-1-2016. i.e. increase of 30% on 2.3 will come to 2.99 say 3.0.

So guys to calculate your projected and not so exaggerated salary could be calculated as below.  
Take your today's Basic+GP. This should be multiplied by 2.37 to get the projected basic without any increase in 7th CPC ( This figure is arrived by assuming the DA increase upto 31-12-2015 would be 125% and considering two annual increments and without any promotion or change of grade pay any other increments )



Basing on the earlier CPCs experiences there should be at least 25 to 30% increase in the basic. If we take it 25%, then  with 2.98 and then add on HRA and other allowances but DA at zero. This factor comes to 2.98

 

SO FRIENDS, IN SHORT TO GET YOUR PROJECTED SALARY W.E.F 1-1-2016 SIMPLY MULTIPLY YOUR TODAY'S BASIC+GP WITH 2.98 TO GET YOUR NEW BASIC+GP AND THEN ADD ON ALL OTHER ALLOWANCES AS WE DO NOW BUT TAKING DA AT ZERO.

CR UPDATES


Hello friends, the HRD(CBDT) has asked the CCsIT to furnish the details of stagnation period in the Group B & C cadres which is variable  from State to State. This Stagnation parameter also is one of the weightage point for arriving the allocation figures for various states. This info is asked to submit latest by 20th of this month. So friends, we can expect the allocations, after 20th only.
This is mere mis-ordianation of the Sub cohammitte no. 2 ( for Jurisdiction and allocation of posts). This job should have been done very much before.

Very soon.. allocation figures will be published in this space.

ADVICE OF DOPT ON NR PARMAR CASE

Again a SET BACK to the DRs and a BREAK THROUGH for PRs for the time being.The matter of Supreme court order implementation or other wise is still kept in abeyance and they are discussing with DOLA ( Dept of Legal Affairs). It seems they are in the process of cooking the administrative procedure to walk out of the SC order by making necessary amendments or fresh MO with retrospective effect or otherwise.Actually every thing is in favour of DRs. They were forced to suffer for the faults not of them. Why this issue is being prolonged ?. It leads only to animosity among the employees. One decision should be taken in favour of either side and should end the uncertianity and bring the tranquility among the ITD family members.

NUMBER OF POSTS TO BE ALLOCATED AND TENTATIVE NUMBER OF PROMOTIONS IN THE RESTRUCTURE

Restructuring of the Income Tax Department
The Union Cabinet approved yesterday the proposal for creation of 20,751 additional posts in the Income Tax Department in various cadres that is 1349 additional posts in the IRS cadre and 19,402 additional posts in the non-IRS cadres. This will help the Income Tax Department collect increased revenue and provide better tax payers services.

An additional expenditure of Rs. 449.71 crore per annum is likely to be incurred on creation of additional posts and upgradation of some existing posts. This additional expenditure would be more than compensated by the increased revenue of more than Rs. 25,000 crore per annum proposed to be generated as a result of this exercise.

Cadre review and restructure : Latest media report



As per the latest news available with us that the cadre review file is being examined by Group of Ministers led by Sri. A.K. Antony and likely to be submitted to the cabinet by second week of April 2013 for final approval.Following is the latest media report :

As per a proposal before a group of ministers (GoM) led by defence minister AK Antony on cadre restructuring of the income tax department, about 800 senior level officers in Group A and more than 18,000 Group B and Group C employees will be hired once the ministerial panel and the Cabinet clears the proposal.The income tax department, which has just sent reminders to over 1 lakh assessees who failed to file tax returns, is embarking on a massive recruitment drive, hiring 19,000 more officers at various levels with a view to increasing the efficiency of the tax administration. As for taxpayers, this could mean faster and better delivery of services — quicker refunds, for instance — but could also result in a section of them, especially large corporates and high net worth individuals who escape or underpay taxes, getting hefty demand notices in the months to come.The government is keen to “reclaim the peak” tax-to-GDP ratio of 12% reached in 2007-08 and recognises that revenue enhancement is the ideal way of bridging revenue deficit rather than slashing productive government expenditure.Fresh recruitment along with freeing some existing officers from routine administrative work thanks to adoption of technology would enable the department to focus more on searches, surveys and scrutiny of returns, the steps before issuing assessment orders to defaulters. The addition to manpower would also help analyse the repository of data on high-value purchases to identify tax evaders. Once implemented, the department will be able to double the level of scrutiny from 1% now to 2%.The GoM had met on February 19 to consider cadre restructuring of IRS officers and the optimum level of annual hiring in the three categories.The government is also looking at extending the rank and pay of special secretaries to chief commissioners of large income tax zones and to chiefs of various directorates under the Central Board of Direct Taxes.The department has started the practice of combing through data on large savings bank deposits, credit card payments, investments in equity mutual funds and debt instruments to identify persons and corporate entities that have either not filed or have filed misleading returns. To step up this tax collection drive, the department needs to address its acute manpower crunch. According to official figures, it has a staff shortfall of 30% compared to a sanctioned strength of 57,793 employees.“The investigation directorates, intelligence and criminal investigation directorate and central charges of the income tax department are facing acute workforce shortage which is hampering their effective functioning,” former minister of state for finance SS Palanimanickam said last December.In the revised estimates of Budget 2013-14, the government has raised the personal income tax target and lowered its corporate tax collection target, with the result of net direct tax target moving up by Rs 1,876 crore. Up to March 20, the department collected corporate tax of Rs 3.3 lakh crore, or 92.2% of the revised estimate. It also collected Rs 1.8 lakh crore of personal income tax by March 20, meeting 87% of the sharply higher revised estimate.Experts remain sceptical about the possibility of having met the target in the 2012-13 fiscal as it is a challenge to collect about 8-9% of the estimated amount in a week. The government has kept an 18% growth target for direct taxes in 2013-14 assuming the country’s gross domestic product would cross $2 billion.

ALL IT STAFF TO GET MOBILE PHONES AND ITIs TO GET LAPTOP AND 50 LTRs PETROL ALLOWANNCE

It is learnt that all Income Tax employees are going to get mobile handset as an incentive. The petrol allowance of Inspectors and Notice Servers is also going to be hiked. Inspectors will get reimbursement of 50 litres of petrol (currently 30 litres) and Notice Servers to get 30 litres(currently 15 litres).Inspectors will get laptops instead of motor cycles as demanded earlier.

 Both the demands have been accepted by CBDT and awaiting Dept. of Expenditure approval.
