SOME INSIDE NEWS

Chairman's visit:

Yesterday Chairman, CBDT, Sh. K V Chowdhary visited Hyderabad and reviewed the work of Investigation and issued certain directionsd and later held a pressmeet.

The highlights of the his speech at the Pressmeet are:
  • Sectors to which the income is sourced include Mobile phone trading, Real estate,Steel, Power and Chemicals.
  • During FY.2013-14, undisclosed income detected through Surveys was to the tune of Rs. 90,000 Cr and through S&S operations it was Rs. 19,792 Cr.
  • Target fixed for FY 2014-15 is Rs.7.36 lakh Cr. which is at 15% growth. Net collections till date stand at Rs.1.51 lakh Cr after accounting a refund of Rs. 0.54 lakhs Cr.
  • A total of 22 lakh Notices were issued to Non-filers and more will be indentified in the second phase.
  • The Department will shift to software 'Income tax Business Applicaitons' from April 2015.
Recruitment Rules - Juriscition matters - Ito2Ac promotions:


In the sidelines of the Review meeting the Chairmain expressed the new RRs are pending for DOPT approval. However a draft RRs will be issued  by the DG(HRD) to all the CCAs for preparations. 

Also the Draft Gazette Notitification of jurisdiciton consequent to the CR was forwarded to CCAs for cross checking. Once, they reach back, the same will be published by 15th Sep 2014. 

As the all impediments involved in DPC for ITO to ACIT promotions are overcome and clear from all the litigations now, the most awaited DPC will be conducted very soon.

MyGov - Crowdsource governance ideas from citizens

My Country, My Government, My Voice.....

Prime Minister Sh. Narendra has started a new social net-working MyGov a citizen engagement platform. The users shall be allowed to discuss and to contribute on various government projects and plans. It also allow users to upload documents in various formats. It is also announced that a mobile phone application on 'My Gov' is also under process. The website is hosted and managed by National Informatics Centre.Prime Minister Narendra Modi stated that, this is aimed at reducing the long gap developed between the electorate and the Executive after being elected. In the first week of August 2014, My Gov received 100, 000 registered users, barely two weeks after it's initiation.[9] The platform had also attracted several users who were not previously engaged in other social media such as Facebook, twitter etc
Theme:
The Platform is divided into various groups. The objective of each group is to bring positive changes to the relevant area with people's participation. The users can select up to 4 groups for which they may engage to. In each groups, users are provided with 2 domains,'Do' and 'Discuss'. The 'Do' section includes both online and on-ground tasks for which contributors may assign themselves. The 'discuss' section may be used for discussing different relevant issues affecting the nation. It may also used for providing vital informations regarding the topic and also suggest and propose new ideas. The users are also awarded activity points based upon their individual contributions.
As of now there are seven groups to discuss,
  • Clean Ganga
  • Girl-child education
  • Swachh Bharat (Clean India)
  • Skill development
  • Digital India
  • Job creation
  • Green India
  • NRIs for India's Growth
Apart from the tasks provided users are also allowed to volunteer and submit their own entries. The entries shall be reviewed by other members and evaluated by experts and approved subsequently. Approved tasks shall earn credit points. My gov will also serve as a digital library of topics regarding India.

The 'Creative Corner' in the site is aimed at receiving creative inputs such as logo creation, wallpaper designs etc. from the general public The users are allowed to upload their proposals on the relevant topics. The users are allowed to vote on the proposals too. Though the final results are not based on the votes, the votes is also considered during the selection process by the selection committee. Thousands of inputs have been received to date.

DECLARATION OF ASSETS AND LIABLILITIES BY ALL THE PUBLIC SERVANTS.. NEW RRs TO BE FINALISED SOON.

On July 2014, the Central Governement has notified thePublic Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014.


Salient features of the said Notification are;


According this all the Central Governement employees irrespective of group A/B/C required to file Annual Return of Assets and Liablities as on 31st March of the year by 31st July of that year.


Provided that the public servants who have filed declarations, information and annual returns of property under the provisions of the rules applicable to such public servants shall file the revised declarations, information or as the case may be, annual returns as on the 1st day of August, 2014, to the competent authority on or before the 15th day of September, 2014. 


Minimum value of assets which competent authority may exempt from furnishing of information-The competent authority may, for reasons to be recorded in writing, exempt in accordance with the proviso to section 45, a public servant from filing the information in respect of any asset, if the value of such asset does not exceed four months basic pay of the public servant or rupees two lakhs, whichever is higher. 

The Return/Declaration consists of Appendix-I & II.

APPENDIX-I - Declaration form.

APPENDIX-II -  has four Forms;
FORM No. I  - Details of Public Servant, his/ her spouse and dependent children

FORM No. II - Statement of movable property on first appointment or as on the                           31st March, 20…

FORM NO. III -Statement of immovable property on first appointment or as on                             the 31st March, 20….(e.g. Lands, House, Shops, Other                                            Buildings, etc.)

FORM No. IV - Statement of Debts and Other Liabilities on first appointment                                or as on 31st March, 20…...


Accordingly one Pr CCIT, New Delhi has issued Memorandum on 14th August 2014 directing all the Group A/B/C members to file Revised declarations, information or as the case may be, annual returns as on the 1st day of August, 2014, to the competent authority on or before the 15th day of September, 2014. 


So friends, the similar Memo will be issued soon in all the regions by respective Pr.CCIT and get ready to file your own Return.

New Recruitment Rules Soon....

It is learnt that the Chairman, who was on a a tour Visakhapatam on this Saterday, the new Recruitment Rules will be finalised soon, most likely in a month. Let us be optimistic. All is well.
