ITEF, Mumbai Circle expressed their happyness at DOPT's latese instruction dtd 1-5-2014 to the CBDT. The text posted in their site is reproduced below;
ITEF stand on interse seniority vindicated
The ITEF stand on the implementation of OM of 1986 as per the Supreme Court judgment in the case of NR Parmar has been vindicated with the DOPT instruction to implement it in all the cadres in the department.
The DOPT has unequivocally clarified that in the case of the Income tax department the entire issue of seniority of the officers of Income tax department would have to be revisited in compliance of the judgment of the Supreme Court.

UPDATE ON RECRUITMENT RULES FOR ITIs AND OTHER CADRES
Full Board in three sittings yesterday and day before yesterday, almost finalised the RRs for Group B and C executives. Instructions will be issued in a day or two. The ITEF, CHQrs are taking all efforts to expedite it.

kyon sab log pareshan ho rahe ho CR ka post vacancy year 2013-14 ke liye mila hai or 2013-14 ka recruitment rule ab change nahi ho sakta raha sawal recruitment year 2014-15 me jo vacancy hai uska RR aane wala hai wait karo....sabhi feeder cadre me 3yrs complete karne wale ITI me promote honge sure nahi to CAT se stay lagwane ki jarurat hai kyonki back date me recruitment rule change nahi ho sakta or jo last year promotion hua hai use bhi revise karne ki jarurat hai so dont take tension my dear friend main bahut closely monitor kar raha huin nahi to turant case karunga....
v r all there for fighting if new RR applied in the cadre restructuring vaccancy.

Exactly one month ago, on 22.4.2014, you have blogged that "RR of ITI is going to be releases." But, till now nothing has been done. It seems that Board is not interested in giving promotion to the ITOs and down below because of red-tapism. It is the daring Pr.CCIT, Kanpur who took the initiative to promote ITOs without any clear-cut instructions from Board. Thereafter, many Pr. CCsIT moved on the footsteps of Pr. CC, Kanpur and as we see promotions to ITOs in some other charges have been made and some other charges are going to pass ITOs promotion orders in coming few days. But, unfortunately, nothing has been done for ITIs promotions in any of the Pr.CCIT charges, except the Pr.CCIT, NWR. Yesturday, somebody has blogged that Com. K.P. Rajgopal has told that RR/Executive Order is expected today". The day has passed and nothing has been heard. It implies that if it is believed that Com. Rajgopal has given any such information, he is making fool of all ITEF fraternity for the reasons best known to him. I urge you to please give only authentic information otherwise you need not give any false and misconstrued information because most of our brothers/sisters who are under the consideration zone for promotion to the post of ITI get frustrated. So, please authentic information. Thanks.....
ITEF is cheating with all new comers in the department one side they are trying to pass order of ITO immediately otherside they want new RR for ITI and below because ITEF is only caring about old deparmental employees. One thing is very clear that vacancies arised for RY 2013-14 and the RR should be old RR.
