There are some unconfirmed news that the existing RRs will be applied to the CR posts of ITIs. No official has confirmed this so far. With the efforts of some sections of employees, there are bright chances of applying old RRs for these posts atleast for RY 2013-14. All the regions are gearing up for release of ITI promotions with existing RRs.

see rules of DOPT of promotion matter that vacancies already generated have to be filled up by old rules not new becoz RR applicable for prospectively. So 2014-15 all posts have legally have to fill up old news otherwise.....?
After implementation of Sixth Pay Commission, DOPT has issued Guidelines for framing Recruitment Rules to all Ministries/Departments vide DOPT OM No. AB14017/66/2008-Estt (RR) Dated 09.03.2009. In that OM, Part III relates to "Guidelines on Preparing Schedule and Notification". In that DOPT has given criteria for framing Recruitment Rule that has to be followed in Para 3.1.3:
RETENTION OF EXISTING ELIGIBILITY SERVICE
3.1.3 Where the eligibility service for promotion prescribed in the existing rules is being enhanced (to be in conformity with the guidelines issues by this Department) and the change is likely to affect adversely some persons holding the feeder grade posts on regular basis, a note to the effect that the eligibility service shall continue to be the same for persons holding the feeder posts on regular basis on the date of notification of the revised rules, could be included in the revised rules.
Plz clarify this in simple words...
Dear Friend, it is only seniority i.e. if one has 2 years seniority as Sr. T.A., he will be treated as two years senior in the cadre of Executive Assistant after restructuring so that he can get promotion after one year. The Rule has made like that due to change of cadres nobody should get loss on account of change of designation etc. Because of this rule, nobody will lose their seniority.

To my post My 27, 2014 at 3.34 PM, I want to clarify as follows:
If in new RR, minimum eligibility service for promotion is being enhanced like Sr. TA to ITI 3 years (as it was not there in Old RR), this will affect adversely the feeder grade (like Sr. TA, TA, Steno Gr.III, who are all eligible for ITI promotion by completing 3 years of regular service as Minisetrial cadre), so a note to the effect of eligibility service shall continue for feeder cadre on the date of notification of the revised rules, and could be included in the revised RR. It means new RR should be applicable for those who are all join the dept. after the notification of the New RR.
As per my interpretation of para3.1.3:
When the prescribed minimum yrs of service in a feeder cadre is increased for promotion , the effect of the enhanced period is not applicable to the persons already holding the feeder cadre on the date new rule and this rule will be applicable only to those who enter that feeder cadre after issue of new rr. Hence, even if new rr is released that will have effect only to those enering into the feeder cadre posts after issue of new rule, not to those already holding feeder cadre.

Stenographers who joined recently will benefit a lot as they will be senior to the STAs who have joined the dept three years before them in the cadre of ITI because of the quota system. proof is in the delhi ITI promotion order.
