ATTEMPTS ARE BEING MADE BY SOME SECTIONS TO ISSUE MODIFIED INSTRUCTIONS BY THE BOARD
On 27th, the CBDT has issued Instructions for conducting DPCs for all Group-B and Group-C posts of CR and set uniform date of promotions as 5th June 2014. All the CCAs are in hurry to conduct DPCs before the dead line and issue the promotions orders on the day of Joy and Gladness i.e. 5th June 2014.
Though the major chunk of employees are delightful on the issue of Instrucions, a minor group of juniors are little disappointed with a clause. The Board clearly stated that the DPC for RY 2014-15 should be performed only after issue of new RRs. They are in worry because the fate of release of new/revised RRs is known only to the GOD as they are linked with the DOPT' approval and gazette notification. They are restrained from taking consequential posts since the consequential posts fall in the RY 2014-15.
So these people by hook or by cook, trying to give their best shot to exempt RY 2014-15 also from the perview of new/revised RRs.

but in bihar consequential posts occur from promotion to the grade ITI to ITO in the ITI grade is taken for R.Y. 2013-14 itself. all the 77 posts vacated by promotion to the grade ITO is going to be taken for R.Y. 2013-14. Is they are doing right or wrong ??
Consequential promotion posts should be filled in only RY 2014-15.
Staff car drivers in this department neither getting any promotion nor even permitted to write any departmental examination.nobody is not even thinking about them. Cattle cadre!
The comment in the blog that "The Board clearly stated that the DPC for RY 2014-15 should be performed only after issue of new RRs" seems to be presumptive.
CBDT has only said that guidelines for DPC for RY 2014-15 would be intimated shortly
Respected blog master! Do not try to be bluff master! Read the dpc instructions dated 27.05.2014. again and again , understand it properly. Then comment it. The instructions clearly stated that dpc instructions for vacancies year 2014-15 will be issued separately. Not after new new RR because it will take some more time means it may comes in the year 2015.
The interest of existing feeder cadres are to be protected even in new rr. I
complete wrong interpretation done by blog master. All promoted post are to be filled by R.Y.2013-14 and not for R.Y.2014-15. So no body should get tension because all are going to be promoted on 05.06.2014.......best wishes for all
hello,(ref. to above comment at 11.35 PM) what blog master said is correct. afterr CR, new single feeder post created by merging the existing cadres. pl c the CR approval letter. when new post is created without RRs, what to do by the admin. they ought to get approval simultaneously, or atleast send the draft RRs for approval of DOPT. nothing has been done so far for unknown reasons. so to save their face or other reasons, the board issued instructions to fill the CR posts of FY2013-14 with old RRs. my dear above commented friend, how will u understand the instruction, when it clearly saying, the instruction is for 13-14 and for 14-15 separate instructions will be issued later. when there is dilemma in the regions about RRs, the board has clarified it. it the board want to say as you wished/interpreted above, it would have said, the existing RRs will prevail till the approval of new ones. right? this is wat blogger said.
The Board should issue instructions for V.Y.2014-15 also immediately. Since no new RRs are available right now, the old RRs may be applied for V.Y.2014-15 also.
Mere Lal!( Ref. Comment time 9.30 am) when posts are lying vacant and the RR is also existing in a cadre then what is the reason for not doing the DPC for the concerned vacancies year. The CBDT is saying all about it. DOPT minister is Shri NARENDRA MODI now and he is going to review everything what was done in the congress period as per sources today FROM THE NEW INDIAN EXPRESS. so new RR will take time for at least one year. bhai mere jo milta hai le jao nehin to sab kuch gabah sakte ho.
New RR should not be applicable to all the employees who have joined befor release of the cadre restructuring approval form the cabinet.Because most of the employees have left their lucrative job for the sake of doing service in the prestigious Income Tax Department and hopimg for a promising and best career prospects in the IT deptt. but due to new RR their promotions will hamper. on the other hand the candidate who will join after NEW RR implementations could get an opportunity to think before joining by calculating pros and cons about the promotional avenues of the IT deptt. so kind request to the HON. CBDT through this blog to kindly please implement the old RR to the pre-restructuring employees to boost their morale.
Whether there is one third quota for direct insp on all new insp post and consequential arised posts from ito. In may 2013 notification it was stated that all post be filled through promotion only.
Yes, its very true, because it reflects the clear discrimination, if 13-14 vacancies can be filled based on old RRs why cant 14-15. This is a undue delay for those who are eligible and waiting for promotion in RY 2014-15. Board should rethink over it.
The post of ITI created after promotion of ITO on restructuring is taken in R.Y.2013-14 as per the CBDT's instruction of para-1. So members please don't misinterpret the said instruction and don't blog any post without fully understand the matter and DPC is going to held on all the addl. post on restructuring as well as 77 posts vacated by promotion to the grade of ITO.

how the struggle has taken by the associations and IRS associations in getting restructure posts and with the help of FM chidamabaram it got it. This struggle was started in 2000. Previously strength of employees are more than the budget achieved ie example 61000 employees are there and achieved 41 thousand crores. After that we promissed to achieve target more employment required and get approval in 2000 and we promissed to increase it to 10 times. Accordingly, we requested cabinet with the group of miistries we could able to get it with the full cooperation of chidambaram and thus we achieved 6,30,00,000 crores budget. Actually, we have to start work with cadre restructure. But because of confusion guidelines and our own hurdles, we are unable to give promotions early

What will be the future for those who are awaiting promotion in the cradre IIT from STA relating to the vacancy year 2014-15 or they will be deprieved
