JCA LETTER TO CBDT ON PARMAR GUIDELINES

The GSs of ITEF  and ITGOA aka Conveners of the JCA have issued a letter dtd 29th Sept 2014, to the Chairman, CBDT requesting for amending the Advisory issued by the Board on 29th Sept. This quick response of the JCA was result of the uproar from all the quarters. While the Parmar implementation is smoothly going in all the regions though with some difficulties like data availability and doubts dates of actual seniority etc, the recent Board letter given some good clarifications and data on the issues. But, in the same letter the Board as usually raked up new issue with 'only for inspectors'.

The employees under the rule of CBDT are already being suffered losses of career progression and financial benefits due to various stands and instructions issued by the Board in earlier cases of Recruitment Rules and in the instant issue forcing the employees to seek legal redresal. The Cadre Restructure implementation processes like consequential promotions, recruitment rules and jurisdiction matters are still pending for finalisation.

ITEF & ITGOA are selfish and want to survive. Therefore, they have issued this letter. Further, any court case, to implement it should be prospective not retrospective. In this respect, CCIT, Bangalore and Cennai are correct. The supreme court case has made mess in this department. As far as 1986 circulars all the settled lists need not be reopened. The ITEF and ITGOA wants to make further mess of the situation.

Since parmar judgmnt not applicable for stenos (no pr in steno gr.iii), rajgopal not interestd in its implementation for odr cadres..he needs itgoa r stenos not odrs..

Whenever support requires these selfish and cunning ITGOAns take the help n support of ITEF under the banner of JCA. But once their purpose is served these ITGOAns dont even bother to consult ITEF but just go and polish the shoes of CBDT officials and back stab ITEF fraternity. ITGOA should be disbanded immediately.

Why should ITGOA be disbanded? It is working in a result oriented manner using all types of operation /co-operation/collaboration to achieve the welfare of DR which is its goal.U can't blame it for using its tactful Chanakya thinking to achieve its prime aim. It is ITEF that needs overhauling or disbandment. It is ITEF whose leaders talk more and act less than zero. The interest of employees are protected in much better manner in departments where multiple employee's union exist. In such a situation the competion to look after the welfare of its members developes and leadership of each union put best possible effort to retain its members. Here using the strength in the name of unity all efforts are made to befool its members.

Coment postd at 7.58AM is very much correct..despite repeated requests itef chq not demanded conversion of dr posts to pr in iti cadre..poured water on d hopes of sta/ta cadre by delaying r.rs.. Now parmar applicable to only dr itis is another dubious distinction of itef..here is a service assn which strives for.minority cadres dumping majority..

Itef walo what is happening with dpc of 2014? Hopes of employees are getting shattered with this infinite delay. We are losing our faith in this union. Why the new RR are so necessary at this time when the same could not be implemented for last so many years. Please take some immediate steps in this regard on serious note as this delay will adversely affect our career. Hopping some concrete action from your side.The TAs who have completed 3 years of service are waiting for last 1 year in spite of no litigation in this cadre. Think about this backbone of deptt.

All my friends who awaiting promotion as sta from ta cadre are requested to pressurise itef for new r.rs..though u bkam sr.ta today, u may not get promotion as iti in near future i.e till 2028 bkaz the 3:1 ratio itself is a myth..the position actually 5:1 or more..

Atleast non gazetted employees got their best possible promotion orders so far. See the fate of the powerful IRS lobby. Otherthan Pr.CCIT promotion not a single promotion for the IRS till date out of C.R. Dont blame ITEF. Its the complete mess done by the CBDT.

What about promotion to gross root level cadre TA. Hundreds of vaccancies of Sr.TA kept untouched as stenos are not benefited out of this. In earlier years the mandatory 3 yrs clause was relaxed and promotion to Sr.TA given. Quoting those precedence federation should have taken steps. Only reason behind this inaction besides acute shortage of Sr.TA is to protect the interest of stenos joined couple of yrs back (becoz Sr TAs will be classified as EAs ). What a foresight thinking to safeguard the interest of stenos.

Only three cadres have d say in d deptt brother..dr irs, dr iti n stenos (ofcourse they account only 25% of total employees)..it is d fact..restructure benefitd dm, parmar benefited dm..future also theirs..

It is a total injustice that a steno (joined the department in 2009) in the grade pay 2400/- being promoted to the grade ITI 4600/-, though a Sr.T.A.(who joined the department in 2002 and in the grade pay 4200/- since 2009) in the grade pay 4200/- are still waiting for his chance of promotion to the grade of ITI in this CR. It is total violation of our constitution Article 19. It is high time we should unite and file writ peition in the various high court and revert those 2400/- grade pay stenos imediately.

It is absolutely correct. After merging all the cadres ( OS/STA/Steno) only ITI promotion should have been made as per draft/model RR recommended by the cabinet. After the RR is approved and released the entire ITI promoted officials should have been redesignated as EA from the previous day of ITI promotion. If this would have been followed stenos would not be promoted like this, STAs would be ahead of stenos in seniority and the vacant ITI posts which arises due to non availability of stenos would not have arised. All the affected officials should approach CAT/Court for justice like in Hyderabad.

Due to smooth functioning of CPC Bangalore all TA / STA are on the verge of bankrupcy. And that is why they are jealous of other cadres.

Once the draft seniority list for ITI giving effect to Parmar is released, then all the PR ITIs should object and claim for Parmar implementation for their entry cadre also.

But how to give effect to N R PARMAR order. Please read the full order and analyse whether it is applicable to the other DR ITIs except for 93-94 gujarat ITIs whose intimation was sent in 94-95.

Why only NR PARMAR to be implemented why not Rajeev Mohan Patanjali Sharma and Renu Kumari. ?

IS THIS NOT A DEMOCRATIC COUNTRY WHERE EACH AND EVERY PERSON IS EQUAL BEFORE THE LAW.

Whtevr d sta/ta gets in ward in ten yrs will get by steno in one yr once he bkam ito..its remebering d story of innocent foreigners who came for business..n bkam ruthless ruleres one day due to lack of unity among natives..itef led by stenos ruling these days..

Good news friends!! From a reliable sources it is known that in new RR it will take five years to both TAs and Stenos to become Executive Assistant. DOPT has not allowed gp of 2400 to 4200 in three years! Congratulations to all new comers. New RR will release soon!!!

Is there any news whether CBDT has agreed or not to issue Corrigendum covering all DR cadres in the recasting of seniority as per NRP SC verdict.

For ITI exam, Year of passing is being considered, but why not for ITO?. Under one department, all cadres should have same treatment. Otherwise, take out year of passing for ITI also.

admin/personnel please let know what action has been taken on DOPT's instruction dtd 29.9.2014, as the timelimit to refix the seniority and revised DPC realizing the list was given as 14.10.2014, has ccit's has done anything to honor the DOPT's instruction? if no who is explainable ..
