ACIT PROMOTION CORRELATED WITH PARMAR ISSUE

It seems the ITO to ACIT promotions were entangled in the N R Parmar issue. The UPSC/CBDT is doubting now whether holding DPC from the existing seniority list of ITOs, subject to revision of seniority of ITI/ITO based on the judgment of Hon’ble Supreme Court in N. R. Parmar will tantamount to contempt or not. to ? Basing on these apprehensions, the matter has been referred to DOLA/DOPT and since March 2014 the matter is being pursued by the ITGOA . The final outcome from DOLA suggesting  for holding DPC along with subject conditions of final seniority was received by the UPSC three weeks ago. As everybody expecting every thing was clear for conducting DPC, the latest hurdle aired is ..... the Board has come up with an  issue of ..some of the members are objecting/requesting for postphonement of DPC.


The ITGOA was chagrined at the indifferent attitude of the UPSC/CBDT. Also they have opeined the  root cause of this problem is the non implementation of N.R. Parmar judgement in a time bound manner. They have, earlier, taken up the issue with the CBDT for not only uniform implementation of the judgement but within a fixed time period including review DPCs in all the regions so that the issue reaches its finality.


It was further decided to visit all the Units and apprise about the indifferent attitude of the Board not only in the case of promotion to the cadre of ACIT but in all other issues. They believe that it is possible to reverse the indifferent attitude of the Board through unified efforts only.

ITGOA is dreaming of NRP implementation without giving a solution. How many of the CC charges are having data to implement from 86 onwards? Which Cadres? Whether CBDT is willing to do a review of ACIT from 86 onwards? What happens when one says that I have implemented with the available data, which only pertains to CGLE 2005 exam candidates (why only god knows). What is the stand of ITGOA on these issues. Why only CGLE 2005 ITI have to get the benefit of NRP, where as it was fought by some body else. Whether not implementing the NRP in other DR cadres of LDC/UDC is not contempt. The members of ITGOA are not only from DR ITI cadre, but also from other DR cadres. Any answer? How to solve?

Whether any charge (where so called NRP is implemented in part) is having a letter wherein it was shown that how many vacancies of which year and which charge was intimated to SSC. without this, how NRP is implemented.??? GOD HELP US?? all these will lead to contempt.

Universal solutions is to implement NRP in all DRs cadre LDC, UDC, TA, and ITIs otherwise it will be contempt of Suprement Court casesfrom 1986 as per available records. Jai Hind! Jai CBDT.

what is the twist of as per available records??? BOMBAY AND DELHI AND BIG BROTHER KERALA ARE PLAYING WITH WORDS.. .... shame on ITGOA saying that KERALA implemented .....where and from which year and which cadres.

TO solve the problem declare the verdict of Supreme Court on NR Parmar case as null and void !!! Everybody will get the promotions.

NRP if implementated in letter and spirit in all cadres from 1986, net result will be a few may supercede four or five persons in the existing seniority list bcoz 99% DR entrants in all cadres don't fall under the NRP case category. What is happening is that everyone is interpreting the NRP to suit their needs. Even where NRP is implemented it can not be said to be correct, firstly it is implemented for selected cadres in most of the charges , secondly- it is not implemented from 1986 and last but not least is that no scrutiny took place before giving benefit of NRP whether the person has fulfilled the conditions to be considered under NRP. NRP whereever implemented it is for the sake of implementing , not in real terms enumerated in NRP judgement.

parmar ji will be remembered for decades..he is going to retire soon n he is a promotee..nobody cared him including itef bt he fought like abhimanyu..kudos sir..
