DIVERTION OF NATURAL JUSTICE TO PRIVILEGED... OPEN LETTER TO WB JAC... CR UPDATES.

(HERE IS A OPEN LETTER TO WEST BENGAL REGION LEADERS FROM AN ANONYMOUS)

Procedural fairness is part of our cultural heritage. It is deeply rooted in our law. It lies at the heart of the judicial function and conditions the exercise of a large array of administrative powers affecting the rights, duties, privileges and immunities of individuals and organisations.

When we look in to the history, the legendary personalities of West Bengal have glorified the name of their homeland as well as the Nation. Be it science, religion, politics, music, dance, leterature, films or any field, the Bengalies have excelled without any limitation. Many stalwarts from the Nation like Swami Vivekananda, Rama Krishna, Aurobindo Gosh, Tagore, Bose are from the land of West Bengal. The entire Nation has a special reverance towards Bengalies.

In one of its latest posts of a well known simple blog it is stating "..........It is really an irony of fate that when WB JCA is on agitation demanding more posts for their region, CBDT is taking away posts from this already deprived region." In most of the earlier occations the simple blog authors who are apparantly hailed from WB showing vested interests towards their region.

The demands of the WB region appears to be genuine for them selves but they should try to continue the legacy to some extent. The principle of natural justice will apply to all the fellow employees of the Income tax Department. In all the cadres there is huge stagnation. The officials from West Bengal should open up their minds and should have broad views. So far, since 2001, they have enjoyed the promotions like none other region in the entire Nation. Now, the time has come to cease this inequality and should come forward to accept the ground reality.

CR UPDATES:As informed earleir in this blog, A kick-off conference to discuss the " Cadre Restructuring Plan: Scheme for Distribution of Posts" is going to be held on 15th April at 11.00 AM at New Delhi. All the concerned Addl.CIT(HQrs) and Chairman, Local Imlementation Committee are directed to attend the meeting along with draft jurisdiction proposals for discussion.

Even the Central HQrs leaders of ITEF and ITGOA are from WB, they should be impartial and ideal.

at least now the cbdt has taken a bold decision . i feel the cbdt has done justice to the other emerging regions , where the prospect of generation of more revenue is available . the wb charge has already relished excess man power till now . staffs are going to office at 11.30 am and leaving the office by 4.30pm . is this the work culture advisable in the developing nation ? staffs in wb region are more fond of indulging in unions than doing work ?
I wish CBDT would have taken this decision in the last cadre restructuring .

Out of the total posts diverted, majority of them are only posts at lower cadres like EA,TA, so there is no much loss for the existing ones. only new entrants at the lower cadres will not be there. They have enjoyed a lot till now. enough is enough.

I totally disagree with the points mentioned in so called open letter...can u tell honestly the revenue generation is for whom...is it for the nation. ..no the people behind this CR is very much interested in revenue generation for themselves. At least we have satisfaction for depositing the whole amount in govt. Account....not like other part in the country. ..

Time has come to change the work culture of West Bengal comrades. In this era you can't dictate terms without doing any fruitful work to the organization in which you are working. I know how our WB comrades work in the Office, when they come and going home from Office etc., How they behave with superiors and public etc., Dhadhagiri will not work for a long. So I request all the Comrades of WB to come forward to accept the ground reality that WB has more number of posts with regard to workload and revenue comparing to other Regions. Please change your work culture at least from now onwards. Work hard to achieve more targets in futute so that in the next Cadre Restructure you will get more number of posts to WB. Finally one simple sentence to all my WB comrades. PERFORM HEREAFTER OR YOU WILL PERISH IN FUTURE.

I am from Bihar and we suffered a lot in the last restructing but I personally feel it is a gross injustice to the WB friends in the present CR. The methodology of allotment is not correct. It seems this is a centralised allocation of post mainly to populist cities.
Every opinion may have two aspects. One may be contrary to the others but does not means one is beneficial to the others. In the present time IRS loby mainly the senior officer do not want to work in small towns. This resulted in most centralised allocation of post.
The logic they adopted in such type of allocation may have another aspects. In previous restructuring the emphasis was on to decentralisation of establishement and opened a number of offices at small town. But in this restructuring such policies adoped in earlier year was dispensed with.
Actually such inordinate allotment is based to appease the IRS lobby to accomodate maximum numbrr in populist cities.
So friends we must oppose the steps taken against WB. If it is against WB today it may be against us tomorrows.
WB must be given their due right. If not much atleast some.

This is merely a mistake being corrected.WB was allocated surplus posts in last CR which are now being reduced acoordingly..thogh i feel for them,they have already enjoyed overwhelming promotions.but still this diversion afterCR seems excessive..if there is still a marginal error it may be corrected in nextCR..though as per criteria there isvery little scope of error in allocation..
