We must express our deep sense of appreciaiton to the viewers of this site for their overwhelming support and exposing their commets/views but in different moods...
Dear friends, it is observed from the response comments of the viewers, most of them are frustrated with either one or some of the reasons like delay in getting promotions, or not getteing elevated becaue different stand/view taken by the administration, depriving of right of the right of the employee or entangled in legal stays.
There are so many issues and malfuctions taking place every where in the department.
Can the root couse for all these problems can be attributed to any single body ?
Is it CBDT for not issuing concrete and uniform guidelines or not isseuing detailed unambiguas instruction in any matter or not taking the timely action/decision ?
Or is it the DOPT who governs all the service rules ?
Is it the local adminstration taking their own and independent view even differing to his counterpart for their convenience and 'safe stategey' ? or lack of its dynamism ?
Is it the individual employee who is lacking in personality imbalance or miscalculation about their future ?

motivational levels.
Break down: But other frustrated employees may find
equilibrium by reducing their motivation to match their
limited opportunities to succeed. Weary of beating their
heads against a wall, they may simply decide that giving
their best effort is not worth their time and stop trying.
Break away: Still other frustrated employees can be
expected to vote with their feet and leave in search of
greener pastures where they stand a better chance of

(For instance, We appreciate the decisions of the Pr.CCITs of both Kerala and Karnataka in dealing with NRP. One implementing the case perfectly in line with the judgement and other Not being inactive and boldly supporting his action by issuing a ten page memorandum explaining how the case could not be. Here the common thing is both were active and dynamic. Both interpreted in their way and taken a concrete action instead of dilly dallying the matter. In the absence of concrete and clear and unambiguous guidelines or directions from CBDT, they proceeded to their own and well supported their action instead of being in inaction. They have summarily rejected or accepted the NRP view in the absence of a guiding uniform rule.)

PLEASE DON'T WRITE SUCH MOTIVATIONAL WORDS. IT DOEN'T MAKE SENSE WHEN ONE IS FRUSTRATED BECAUSE HE/SHE HAS BEEN DEPRIVED OF THEIR RIGHTS BY SOME OFFICERS AND OFFICIALS WHO CHEAT. NO ACTION IS TAKEN AGAINST THE OFFICERS WHO TAKE WRONG ACTIONS PURPOSELY.
THE BEST IS ITEF AND ITGOA WHO ARE THE AUDIANCE WHO APLAUSE AND ENJOY AND STAFF IS VICTIM.
THE DOPT HAS CLARIFIED IN ITS INSTRUCTION DATED 01.05.2014 TO CBDT THAT THE SUPREME COURT JUDGEMENT IN THE CASE OF N R PARMAR IS TO BE GIVEN RETROSPECTIVE EFFECT FROM THE YEAR 1986. APPARENTLY, THIS COMMUNICATION HAS NOT BEEN PASSED ON TO FIELD OFFICES BY CHOICE.AS A RESULT MANY OF THE CADRE CONTROLLING CCIT'S HAVE GONE AHEAD WITH HOLDING OF DPC AND PASSING OF PROMOTION ORDERS WITHOUT GIVING EFFECT TO THE SAID JUDGEMENT AND THEREBY DESTROYING THE CAREER PROSPECTS OF MANY EMPLOYEES . THIS IS ONLY ONE AMONG MANY EXAMPLES OF PEOPLE AT HELM OF AFFAIRS NOT BEING ACCOUNTABLE FOR THEIR WRONGFUL ACTIONS.

Hyderabad TAs/SrTA went on to CAT and got stay for ITI promotions here on various grounds by frustration......... om my friends... cooooool.
What the CBDT says?
Ans: To conduct DPC on or before 4th June 2014 and release promotions ON 05-06-2014.
What the PR.CCsIT / CCsIT are doing?
Ans: Disobeying the instructions.
Who is the SUPREME?
Ans: SUPREME COURT will decide.
wait..... CBDT vs PR.CCsIT / CCsIT
It will be interesting to see how many of the Pr.CCITs will obey the CBDT instructions.
Please update on 06-06-2014 how many has obeyed the CBDTs instructions to hold the DPC on or before 05-06-2014.
