CENTRAL JCA CIRCULAR ON 11 POINT CHARTER OF DEMAND
The Central JCA, in its meeting held on 02-06-2014 at New Delhi thread-barely discussed the issues/ problems remaining unresolved at the apex level for a long time and it appears that no sincere or discernible efforts have been taken by the Board to resolve these issues. The meeting further took stock of the situation in view of such long pending issues and rising resentment among the rank and file of its members. The meeting, therefore, chalked out an 11-point charter of demands concerning the welfare and career of its members for their immediate settlement by the Board to avoid any future industrial unrest in the Department. The said charter of demand is enclosed with this letter with the expectation that the Chairman, will sincerely address the issues on a priority basis within a reasonable period of time so as to avoid unpleasant situation in the department.

JCA is harping on implementation of new RR. New RR dispenses with the reservation for candidates who pass the dept exam for promo to Inspector. This facility is there for decades. ITEF has got this clause omitted in the new RR.
This is just a mischievous ploy of ITEF.

The demands worth to be named as demands are all infavour of members of ITGOA.

Request to respected leaders of ITEF, please come out from the clutches of ITGOA. Your members are very much angry with you. There are so many urgent issues which threatens the unity of your own members. Kindly concentrate on that. Your members are in a position to purchase handset on their own. Kindly do something to boost the morale of ur member.

Is it ITGOA Charter or JCA Charter.
They are asking for recruitment rules for Group A and Group B but silent on Group C. Why. ITEF is not bothered ? Shame on ITEF CHQ.

JCA will start one agitation and abandon it midway without achieving anything. This is the way they are running the JCA.
What is the status of regular promotions for the RY 2014-15? Till last year, these promotions were happening in the First half of the year. But now there is no news regarding this. Even ITEF is not bothered about these whereas a larg number of vacancies are lying vacant in the cadre of Sr. TA inspite of eligible candidates for this year. TA/Sr. TA is the backone of the deptt ut still all focus is on ITIs.The upgradation to Sr.TA i.e. 2400 to 4200 makes a great impact in todays time and this is the major financial hike in the Group C or B.Therefore, my sincere request to My ITEF LEADERS to take this matter with board on a high priority basis to get instruction issued specifically for Sr.TA DPC for 2014-15 as most of the vacancies in other cadres have filled in 13-14 and also there is no timeline given for New RR for EA cadre.

TAs are backbone yet neglected lot in the eyes of both administration and ITEF.
I remember there was a topic in Aaykar magazine immediately after 6th pay commission release regarding increase of grade pay of TAs from Rs.2400 to 2800 by comparing similar posts in other departments . This was only to show that ITEF is also concerned anout TAs, in otherwoders in was only in words not in spirit. The tone and vigour on this issue came down in subsequent days and finally given a decent burial. Whereas the grade pay issue of ITI was taken up by ITEF vigorously and got succeeded increasing from 4200 to 4600. What it shows? As per ITEF, only ITIs are important functionary in the department rest all are secondary.
The new Govt should place their charter of demands as follows to say the least (with ref to Ayakar Bhavan, Mumbai):
1)maintain attendance as per office hours
2) stop the practice of absenting and then signing the attendance register afterwards by bribing the OS.
3)put a limit to availing CCL as per rules
4)stop selling tupperware\Amway\ insurance and other products in the office.
5)stop maintaining pets (cats) inside the office
6)Use the canteen as canteen and don't litter as you do for a roadside foodstall
Yes, less said the better about Ayakar Bhavan Mumbai.
with paan stains all around and the cool drinking water being used for washing tiffin box and for gurgling and mouthwash, it looks more like a station platform in Bihar than an office so to say.
And shamelessly we are fighting for promotions and seniority.
When unemployable are employed because of various types of social reasons, results will be there for everybody to see.
But Ayakar Bhavan is no exception. It is like any other Govt office.

Consequent to the recasting of seniority in the grade of Inspectors, what will be the fate of those who got fixation benefit as anomaly cited with DR Inspectors as minimum entry pay enjoyed by the prevailing seniority list at that time ? In almost all cases those DR Inspectors are now got higher position in the gradation list now. Can anybody clarify ?

Union Leaders are meant for members of the union. In ITEF, mebers are meant for leaders , in otherwords, the leadership expects their comfort is prime and their words are to be final though it adversely affects the interest of its mebers.
Stop subscribing to monopolistic union, things will start moving fast and and better way.
In the present era of technology and litigation no administrator can iltreat his/her employees. Conduct rules equally protects employees as well. Union can't fool its members by telling fabricated stories.
ITEF and ITEF only main reason for whatever mess happened and happening in past and present . Kutty has started partial attitude towards his own members and the same policy is being followed by Rajag.
I know that a few will counter this and they may try to portray the ITEF as GOD and may claim in the absence of ITEF all of us might have became slaves. Real welfare can be achieved by multi-union system instead of monopolistic setup.
