RECOMMENDED NEW SCALES AND SALIENT FEATURES OF MEMO TO VII CPC SUBMITTED BY JCM(Staff Side)

National JCM has recommended fitment benifit ratio/multiplication factor of 3.7 times.

The National JCM (and also ITEF) recommended the follwoing corresponding sclaes in Group C cadres.

ITO: Rs. 78000

ITI : Rs. 74000

EA : Rs. 56000

TA : Rs. 46000 etc.


Salient features of Memorandum to VII_CPC submitted  by the National JCM on common issues.

Principles of Wage Determination:


Demanded need based minimum wage as per 15th ILC formula.  The intrinsic value of the assigned job at the intermediary level, the necessity to keep the relativity both at horizontal and vertical level and the need to provide a comparable salary for the top bureaucrats, taking into account the perks, privileges, benefits, allowances and concessions that go with the posts.  Thus the minimum pay to be assigned to the lowest level of Group C functionary in Government of India service at Rs. 26,000/-.


Pay Band & Grade Pay:Staff side decided to demand reversal of the PB & GP System to distinct pay scale system.


Highest SalaryIt is suggested that this ratio should be 1 : 8.


Proposed Pay StructureAnnexed separately.


Rate of IncrementDemanded the rate of annual increment at 5%.


Fitment FormulaDemanded a uniform multiplication factor (26000/ 7000 = 3.7) to be applied uniformly in all the cases to arrive at the revised pay in the new scale of pay. 


Fixation of Pay on promotionThe benefit on promotion should be “Two increments in the feeder cadre with a stipulation that the amount of benefit so arrived at must not be less than the difference of the minimum of the scale of pay of the feeder cadre and the minimum of the scale of the cadre to which one is promoted


Date of effect.1. To implement the recommendations of VII CPC with effect from 1.1.2014 especially in the background that the desirable tenure of the earlier Commission’s recommendations expired on 1.1.2011.2. To merge DA and treat the same as pay for all purposes and ad when the DA entitlement reaches 50%3. To set up the next wage revision body or Pay Commission sufficiently before the expiry of five years.


Dearness allowance.The existing formula of computation of DA and its payment with effect from 1st January, and 1st July, may continue. 


House Rent allowance.

The present salary given to the DR ITIs is itself very high when comparing to the work done by them in Office. Waste of money in salary by Govt to the DR ITIs.

ITI 15 lakhs
TA 10 lakhs
MTS 8 Lakhs. INterest persons may contact.

most of us busy till april..dn comes exams for kids n i wanna go on leave bt my colleague put ccl for 2 months..so i bkam more busy..whenevr i find some time to go on leave d same is happening..moreovr being a single income group my kids studying in an average school bt her children studying in a very good school..principle of injustice..hope the ccl will be scrapped this time..

He is ok. All non-beneficiaries have the same thinking irrespective of men or women. Most of us don't want to comment on this subject. When there was a clause to debit CCL from EL acount if leave credit available, most beneficiaries falling under this category abstained from availing CCL. When such clause is removed same employees avail CCL with mad rush to complete the entire entitlement within limited yrs before their children crosses 18 years. Even lady officers don't want women subordinates in her section fearing CCL. Some laws of the land prescribes the age for childhood as 14 years (ex. Child labour ) whereas for CCL purposes it is 18 years . It is unfortunate that children below 18 yrs of central govt employees fall sick more often after introduction of CCL.
There are families where the responsibility is fully shouldered by a husband by earning for livelihood and looking after the children because of various reasons like spouse is not educated to guide or unwell or spouse expired. Such male employees being a lone bread winner of the family neiyher able to employ any servants for domestic work nor offer fees for private tuitions. So what I mean to say is that men is also have problems and the CCL may be made applicable to all employees.

Maternity leave may be increased to 1 year and further one year child care leave which can be given before the child attains 5 years. Upto 18 years is 2 much.

Happy news to those who missed chance of availing CCL. It is normal practice in India for grand parents to look after the grand children when parents are out for work. For this purpose it is proposed that women employees having grand children upto 18 years of age should be given 500 days of CCL with the same conditions applicable to CCL.
