The examination of Paper IV of ITO DE 2014 to be reconducted on 18th July 2014. The exam is being reconducted after allegation of paper leakage earlier in this month. This time the Board directed the CCAs to appoint 3 Speical Observers at each centre and also the name of such observers are to be conveyed to the Board immidiately.
What is the use of crying when the birds ate the whole farm?
There are so many allegations in all the regions regarding the way the examinations are being conducted.
The administration should know that undeserved promotion to an incompetent employee will not only hamper the work but also harms the competent ones.
Let us hope atleast now onwards, the Board will act sincere and smart.

Yes,strict vigilence is rqrd for conductng exam. One who work hard to clear exam shld deserv for promotion.IT dept is not like other Dept.It covers all section of people like Salary,business,real estate,contract,foreign travel .....so many .so one shld hv in depth knowldge about IT law and its related othr laws.Especially ITI and above. Hence one who worked hard to clear the exam shld get thr previlage of gettng earlier promotion by continuing DOP quota for ITI promotion. Infact this shld b considerd for ITO promo also at the same time with out disturbing seniority quota as avlble in the ratio1:1.
Quota and promotion on merit is a wrong idea.
There are very few candidates who are actually scholar who can clear the exam in one shot. their percentage is not more than 1%. There are others who pass the ITI AND ITO exam in one attempt, but surprising thing is when asked to draft a simple letter, they cannot do that, the knowledge of section of Income Tax Act is very poor. When asked how did you pass they say, humne bohot mehnet kee hai.
When there is no full proof method of conducting exams, then there should be no promotion on the basis of date of passing.
Even otherwise date of passing should not be considered as merit. ITI & ITO examS ARE just a qualifying exam AND ARE NOT COMPETITIVE EXAMS FOR CONSIDERING MERIT SYSTEM.
EVEN OTHERWISE, recruitment rules framed on the basis of date of passing the exam are not in line with the DOPT Guidelines. These are violations of DOPT guidelines.
MAJOR PERCENTAGE OF CANDIDATES WHO MANAGED TO PASS THE EXAM IN ONE ATTEMPT (BY USING UNFAIR MEANS) WANT TO SUPERSEDE THE CANDIDATES WHO WORKED HARD TO PASS IN FIRST ATTEMPT AND WHO OTHERWISE WORKED HARD TO PASS THE EXAM. THIS IS INJUSTICE ON THOSE CANDIDATES WHO HAVE REALLY WORKED HARD TO PASS THE EXAM.
Better late than never.
The exams were being conducted so far keeping in conformity with the corrupt way of life as is prevalent in IT dept.
Is it possible to change the way.
People who cannot spell Income Tax pass the exams conducted.
Then they fight for promotion.
In fact keeping in mind this very corrupt way of life and as to fulfill the wishlist of ITEF, the new RR dispenses with reservation which was there for the year of passing for ITI promo.
At least the new RR for ACIT promo , should spell out (since after all they would rank pari passu with IRS officilas) that
1)all the papers of the relevant exam is to be cleared in one go and not in instalments. and
2) the seniority would be as per merit list of the exam results as is done in UPSC exam.
Major shake up can only make people realise their worth and stop asking for the sky.

It seems that you are very frustated for your failure. You must understand that failures are the pillars of success. May be you have faced failures in life's other fronts also and venting all your angers thus. I sympathize with you and wish you all the luck in the days to come.
These exams should be coducted either by UPSC or SSC...otherwise yaha to " ghodo ko mil nahi rahi ghaas or gadhe kha rahe hai chawyanprash".

I agree with the comment.
In fact, it is a fact that the persons taking maximum chances to clear are the exams, are those who work really hard. They are the people who deserve promotions. anybody passing more than one paper at a time should be debarred from promotion.
Seniority list should be drawn based on years of service and time taken to clear the exam.
Longer the time taken, senior would be the person.
Quota and promotion on merit is a wrong idea and needs to be scrapped forthwith. Once this is achieved, we should target IRS cadre and see how we can get rid of them too.

The number of chances should be restrict to 5 for each exam ITI/ITO.
There should be Only 4 centres for departmental exams in delhi,mumbai,kolkatta,cheenai. Each centre should be under CCTV camera surveillance and it should be online test on computers. So that Only the right person should get passed in the exams. You are right that bad people are passing the exams by bad means(Cheating).
It is very unfortunate that certain employees who do seva work for senior officers are in turn helped in the examination hall itself surreptitiously. It will be no use naming such persons now as they have already joined as ITOs 4 years back. Given the knee jerk of responses of the Board on anything involving promotee people, such a situation is not surprisng. May be in future some good people from the so called direct recruit pool(people who are free from neo-apartheid attitude currently prevailing in the department) will bring about some positive changes and ensure free and fair examination.

in NER, NO DPC was held for PS,ITI,OS,STA,TA etc. for RY 2013-14 till date, despite instructions from CBDT.
