In the scheduled meeting of ITEF HQrs at New Delhi which is to be held on 13th Jan 2014, they will chalk out Draft reports of the Sub Committees. The ITGOA is also on the same job. All the Unit heads attending the meeting and submitting their Units objections. It is learnt that the ITGOA members from West Bengal are disappointed with the Allocaiton of posts and protesting against their Administration by way of non-submission of reports and non-participation in the Surveys etc.
The Plea of WB ITGOA is that the Stagnation weightage taken for Promotion to the cadre of ITO from ITI is not proper and is not justified. This miscalculation by the Sub-committee has resulted in negative number of ITOs to that region.
From the view point of WB ITGOA, their analysis and facts with respect to stagnation, appears to be correct and genuine. They argue that they have mass retirements in the cadre of ITOs in the recent years and there are no ITO passed candidates available on hand which resulted in quick promotion of ITI to ITO with in 4 years and that phase will be vanished in the near future and there after the conditions will versens and there too it take All India's average of 6 years for promotion.
Any how, friends, this is crucial time to be unite together. Friends, if the process of Cadre restructuring is dragged to another two months, it is very difficult to implement the same proposal in the new Government. The BJP led NDA is against to widening the Departments especially IT Dept. In their view the IT Dept is a mere waste Dept and they proposing Turn Over tax and Bank Transaction tax in place of Income tax. So, friends there are chances of Roll back of the CR. Any new Government can take decision against the the previous Govt decisions before or after their implementation/execution.
So, friends first accept the proposals in toto and ask for immediate implementation. If the Allocation is NOT released by this month end, it may not be meterialised in the Feb and Mar as these two months are crucial for completing the Action Plan targets more over the FM may post phone it with a view that the CR may not yield the required result in the current year. In the higher cadres like Principal CCIT/CIT, the CBDT is very clear and they have approved and they started implementation also. But coming to Group B & C they are watching our show. So friend we have to show them our unity and smartness.
