VARIOUS NOTIFICATIONS AND GUIDE LINES ON RESTRUCTURING
The Board has issued Notifications for Territorial juricdiction orders of IT&TP, Exemptions and TDS charges. Also the board consequent to the Video conference on 10th Nov 2014, issued certain guide lines relating to operationalization of new jurisdictions. The Board will issue orders today or tomarrow giving additional charge of Pr.CCITs to the existing CCIT(CCA)s w.e.f. 15-11-2014. Also it is directed all the Pr.CCITs/CCITs should pass the administrative orders for assigning charge/additional charge for all new posts shall be passed by 13th November w.e.f. 15-11-2014 and there after, the new incumbents shall issue the jurisdiction orders on 15.11.2014.

What about consequential promotion to the cadre of ACIT? The Customs and Central Excise Department got Cadre Restructure after one year from the Income tax department. All the promotions on account of C.R has been implemented in that Department. But in Income tax still we are fighting DR Vs PR, IRS Vs Promotees, Ministerial Vs Steno etc.,

It is gathered that KPR and kutty visited hyderabad recently and announced that old r.r will prevail for couple of years. According to them, old r.r are sactosanct and no need of new r.rs at this moment. We all know they are leaders for stenos not itef.
What Kutty doing in ITEF now. This guy retired very long back? How can he pock in the affairs of ITEF? Mr. Modi should cancel the recognition of ITEF.

KPR is the destructor of ITEF. Wrong choice to elected him as the ITEF head. Naa laayakh.
All should approach CAT for new RR. During May 2014 itself, based on model RR as recommended by the cabinet, model RR should have been implemented. But ITEF for the benefit of stenos they recommended existing RR, leaving lot of promotional vacancies vacant due to non-availability of stenos in many regions, which may benefited many STAs. They would have been promoted as ITI on the RY 2013-14 itself.

Till new rr implemented, the idea of continuing with old rr should not be opposed in toto. If no alternative is sugested the administration will stop giving promotion on the pretext of non availability of rr. Then DR ITIs likely to join after couple of years will be placed senior to PR ITIs. So better not to waste time fighting ministerial vs steno. That will ruin the future of both and the beneficiary will be the unknown future DRs.
Now, almost all eligible stenos are promoted to ITIs. In some charges there is no steno eligible to be promoted. ITEF has given suggestion to give promotions to ministerial candidates out of steno quota where ever rewuired stenos are not available. This is a good suggestion. Hence continuing with old rr is better option rather wasting years together for new rr.It is going to benefit much to ministerial. Opposing continuance of old rr is going to benefit a persons likely to join in future as DR ITI as the wasting time will give them a place above presently serving and waiting. Now I request through this forum the efforts may be taken to fill up unfilled promotional vaccancies of 2013 -14 for want of stenos may also filled from ministerial stream in 2013-14 itself.
Criticism alone can not bring benefit to us, use this forum to rener some suggestions.
In the absence of new rr, is it correct to defer the promotions to serving employees. Who is going to take advantage of this situation.

No promotion till now. Waiting for last one year. Eligible as per both RRs.
New RR will be effected from the RY 2015-16 only. The effective date will be 01.01.2015, that is why there is delay in releasing instructions for the RY 2014-15.
I am ashamed that our so many members are suggesting to follow old RR for the promotions of iti. Pls seriously think about other cadre whrere in many charges dpc could not conveyed right time. So many times dpcs were reviewed. Dpc for 2009.10 can only materialised in 2011 on adhoc basic which can be regularised in 2012. What sin have they commited who could not be promoted due to inactive attitude od our federation and deptt. At this point of time our member who completed only less yhan 5 yrs service in lower cadres I.e. ta or sr.ta and eligible for promotions in the higher grade, although it is good but why we r not thnking about those members. I have seen that whenever some comments were posted by those members, some mischievious members posted very derogatory remarks. That is not appreciate able. Our union leaders works only for their own cadre which they belongs or for those cadre who send them financial. ......
If ITEF & Board wishes to implement New/draft rules, then it should have been implemented for the RY 2013-14 itself. Based on Cabinet approved Model rules, it should have been implemented. But they intentionally did not allow to implement, still postponing till RY 2015-16.
ITEF & CBDT are hand in glove in the issue of implementation of new R.R.
Next week, instructions for the RY 2014-15 will be released - Existing rules only.
Think in a cool mood! There is no passing seniority and advance increment of passing in deptt exam in new RR and therefore no questions of implementing new RR. We all in every cadre will losses both seniority and financial gains. So friends avoid those who oppose old RR.

Yes u r right Mr 6:23 only we can get benefit in old RR. There are various hidden proposal in New RR like it will take 06 years to get EA as per DOPT guidelines and to get 4600 it will take another 06 years like other cen govt deptt. No passing seniority and advance increment in new RR. A daily wages after confirmations as MTS will always be senior to a direct recruited TA whether pass the deptt exam later or sooner. Think through every angle and post urs comments and those who don't support the old RR are peoples of jealous and always want to suppress the development of new comer. Socho mere doston.

Vn kpr and kutty clearly announced in hyderabad that exec.instructions based on old r.r being issued, how people still having doubts over it? Its not date of passing or date of seniority but its 3:1 ratio thats badly damaging ministerial cadres. Let them be continue with old r.rs but make the ratio as 5:1 and revise dpcs from 2001 onwards. When parmar is implemented from 1986 in all cadres y not this?
Parmar is the ruling of apex court.
If apex court says to chage the ratio as 5:1 from 2001 onwards for promotion to iti , that has to be done. There is no other way. How many yrs took for final ruling in case of Parmar? One parmar is enough. Still some vacancies in iti cadre under steno quoto are lying vacant in RY2013-14 in most of the charges as there are no stenos. Then what is the use of talking non existent factor. The benefit of promotion in 2014_15 to ITIs are going to be enjoyed by ministerial if unfilled steno quota is given to ministerial.First, try to get promotion before ssc 2016 DRs placed above us. It is better to live with known....than unknown angel.
